Namibia: Country Case Study Report. How Law and Regulation Support Disaster Risk Reduction

This report assesses the content and implementation of the relatively new DRM framework and related legislation in Namibia. Legal frameworks for specific sectors are assessed to review the extent to which they support DRR. The integration of DRR and development goals in various national policies and strategies demonstrates the government’s commitment to addressing the risks the country faces from natural hazards. However in the most recent National Development Plan 
DRR is given little attention. This report and its conclusions highlight the ways in which law and regulation in Namibia are supporting, or may in future support, DRR, and balances this against some of the main gaps that exist both in law and in practice.
