Call for Proposals: External Evaluation of DRR Programs Sustainability
The American Red Cross (AmCross), with support from the Margaret A. Cargill Philanthropies (MACP), is seeking an experienced external evaluator or evaluation team to assess the long-term sustainability of Disaster Risk Reduction (DRR) programming in three countries: the Philippines, Indonesia, and El Salvador. This assignment focuses on communities that previously graduated from the Disaster Ready Community (DRC) program and have since experienced a disaster event.
This mixed-methods evaluation will examine how well community preparedness capacities, DRR systems, and institutional practices have been sustained following the program’s phase-out. The work will explore both community-level sustainability and institutional sustainability, drawing on the PIECES Framework to assess relevance, knowledge retention, functionality, governance, and resource use.
Duration: December 15, 2025 – June 15, 2026
Level of Effort: 60 days (Team Lead)
Methodology: Mixed methods including surveys, key informant interviews, focus group discussions, and participatory approaches
