Phase II WPNS Self-Assessment 2005-2008

This IFRC report presents the findings of the second phase of the Well-Prepared National Society (WPNS) self-assessment, conducted between 2005 and 2008 with 82 National Societies participating across all five IFRC zones. Building on the baseline established in Phase I (2002–2004), Phase II expanded the assessment framework to incorporate both conflict preparedness and disaster risk reduction alongside traditional disaster preparedness indicators, reflecting the harmonized emergency management approach developed jointly with the ICRC.

The report documents measurable improvements across key areas compared to Phase I, including increased emergency preparedness policies, stronger links to regional disaster response mechanisms, and wider use of the IFRC’s Disaster Management Information System. At the same time, it identifies persistent gaps in areas including conflict management capacity, people-centred early warning systems, branch-level management, transportation and logistics, emergency fund availability, monitoring and evaluation, and legal risk management. The report presents self-assessed headquarters and branch management capacities and tracks progress through comparative figures across both phases.

The report concludes with a set of recommendations organized across seven areas — policy and plans, emergency preparedness, community-based disaster preparedness and DRR, assessment tools, coordination, information and reporting, and resource mobilization — and illustrates how the WPNS tool has been applied in practice across multiple regions and country contexts.
