Using the vulnerability and capacity assessment tool in Rwanda

This case study recounts the experience of the Rwandan Red Cross with the vulnerability and capacity assessment (VCA) tool. The aim of this study is to describe the approach adopted by the Rwandan Red Cross and to share the lessons it learned from that experience with other National Societies. Published in 2003.
