CBDRR Training Materials – Facilitator’s Guide

A collection of training materials on community based disaster risk reduction (CBDRR) collected by the Red Cross Red Crescent national societies in South-East Asia.

This facilitator’s guide presents a standardized training curriculum on community-based disaster risk reduction (CBDRR) developed by the International Federation of Red Cross and Red Crescent Societies (IFRC) South Asia Regional Delegation, with support from DIPECHO, DFID, and the Swedish Red Cross. Designed for use by Red Cross Red Crescent staff and volunteers working directly with at-risk communities, the curriculum was developed through a participatory process involving national societies from Afghanistan, Bangladesh, India, Nepal, Pakistan, Sri Lanka, and Maldives, and field-tested in Pakistan, Sri Lanka, and Bangladesh. It represents the first comprehensive attempt in South Asia to standardize CBDRR training for field practitioners, addressing a longstanding gap in consistency and quality across the region.

The guide is structured around six modules covering the full CBDRR cycle: an introduction to the Red Cross Red Crescent Movement and its fundamental principles; the conceptual framework for reducing disaster risk and linking it to development; the step-by-step CBDRR process including community selection, participatory vulnerability and capacity assessment, risk reduction planning, implementation, and monitoring and evaluation; documenting good practices through case studies; advocacy for sustaining CBDRR programmes; and action planning for next steps. Each module includes detailed facilitator instructions, session objectives, timing guidance, suggested methodologies, and references to the accompanying participant workbook. The curriculum emphasizes participatory, community-led approaches and inclusion of vulnerable groups throughout, and is intended to be adaptable for use beyond the Red Cross Red Crescent context.
