Inclusive early warning early action: checklist and implementation guide

The checklist and implementation guide for inclusive early warning and early action was developed as part of the Climate Risk and Early Warning Systems (CREWS) Pacific initiative and seeks to contribute to the implementation of the Executive Action Plan 2023–2027 for the Early Warnings for All (EW4All) initiative by ensuring that early warning systems are people-centered and tailored to the specific needs of various groups.

The purpose of the checklist and implementation guide is to ensure that the key elements of early warning systems (governance; disaster risk knowledge; detection, monitoring, analysis, and forecasting; dissemination and communication; and preparedness to respond) are gender-responsive and disability-inclusive. They provide support and direction for systematically integrating and monitoring gender and disability inclusivity across all actions related to warnings. This checklist can be adapted or contextualized as needed.
