RISE Project Progress Report: Strengthening Community Resilience and Disaster Preparedness in Türkiye (June 2025 – June 2026)

Summary

This report presents the progress achieved under the Resilient Institutions and Societies for Emergencies (RISE) Project between June 2025 and June 2026. Implemented by the Turkish Red Crescent (TRC) with support from the German Red Cross (GRC), the project aims to strengthen institutional preparedness, community resilience, and disaster risk reduction capacities across six provinces in Türkiye.
Key achievements during the reporting period include the development of the Turkish Red Crescent Community Resilience Approach, establishment of the Community Resilience Technical Working Group, implementation of Enhanced Vulnerability and Capacity Assessments (eVCA), formation of Community Resilience Committees, Anticipatory Action capacity-building activities, and preparedness initiatives related to a potential Marmara earthquake scenario.
The report highlights lessons learned, community engagement efforts, institutional developments, and future priorities aimed at strengthening resilience and preparedness at both institutional and community levels.
Background
Türkiye is highly exposed to earthquakes, floods, wildfires, landslides, and climate-related hazards. Following major disasters in recent years, including the February 2023 earthquakes, strengthening disaster preparedness, community resilience, and disaster risk reduction capacities has become increasingly important.
The Resilient Institutions and Societies for Emergencies (RISE) Project was launched by the Turkish Red Crescent, with support from the German Red Cross, to strengthen institutional systems, enhance community participation, and promote risk-informed approaches to resilience-building. The project is implemented in six pilot provinces: Ankara, Adana, Düzce, Elazığ, İstanbul (Europe & Anatolia), and İzmir.
