Measuring climate resilience in Madrid and Valencia

This report presents the findings of the Climate Resilience Measurement for Communities (CRMC) baseline assessment across target communities in Madrid and Valencia. It explains the resilience measurement approach and highlights key resilience gaps, strengths, and opportunities through data visualisations, key insights, and stakeholder perspectives. The report informed programme design and was launched publicly through a joint Spanish Red Cross–Zurich Spain press conference to raise awareness of local climate resilience challenges and proposed solutions.

The Urban Climate Resilience Program (UCRP) is a global partnership operating in cities across ten countries to strengthen resilience to climate-related disasters through locally led action, strategic partnerships, and evidence-based approaches. Between 2023 and 2026, UCRP in Spain was led by the Spanish Red Cross in partnership with Zurich Spain and IFRC. The program worked with vulnerable communities in Madrid and Valencia to strengthen resilience to heatwaves and floods through awareness-raising, risk-informed action, local initiatives, partnerships, and knowledge generation.
