Terms of Reference: Evaluation of American Red Cross’ International Disaster Response Roster
The American Red Cross International Services Department is seeking an external consultant to conduct a formative and summative evaluation of its International Disaster Response (IDR) Roster. The IDR Roster trains and deploys short-term responders on behalf of IFRC across specialties including Emergency Operations Management, Cash and Voucher Assistance, Information Management and Planning, and IT and Telecoms.
As the current roster strategy (ending 2027) nears its close, this evaluation will assess progress against strategy goals, identify trends and shifts in the RCRC network’s global surge landscape, and generate recommendations for the roster’s next strategic phase. The evaluation applies OECD-DAC and IFRC evaluation criteria — effectiveness, relevance, and impact — using a mixed-methods approach that includes desk review, quantitative performance analysis, and qualitative interviews or focus groups with an estimated 20–30 stakeholders.
