Warning Systems Architect and Electrical Engineer, B. Sc. Mr. Petel has specialized in emergency warning and public alert and notification systems for more than 30 years, and has an international reputation as a public warning and notification system expert. Using this breadth of knowledge Efraim developed a CAP suite of emergency services, a “System of Systems” for public and private warning. The system includes a wide spectrum of alerting tools that can be added in a plug and play method, resulting from his many years’ experience as an engineer and end-user of emergency systems, starting with his service in the Israel Defense Forces throughout many national and regional projects including the Mexico Seismic Warning System, that saved many lives. Col in the Israel Defense Forces, was as a design engineer for such systems with the Israel Defense Force. He was in charge of the national system of sirens and emergency broadcast of the famous system that was activated many times to save lives, including alerts from the SCUD missiles from Iraq. In addition, he was the highest technical authority for the military broadcast stations, including about 10 radio stations around Israel. When the government of Singapore decided to install an island-wide public warning system, they contracted with Mr. Petel, who served as special consultant to that nation’s civil defense and fire services. The project resulted in the creation of a sophisticated public alert and warning system. In addition, Mr. Petel designed a complete communications system (mobile and stationary) for all the civil defense units. Following that, Mr. Petel helped the Republic of China (Taiwan) to modernize its national warning system, which is used to warn of natural disasters and military attack. A system of close to 1,000 sirens with extensive computer system was established. The system has already saved many lives by providing typhoon warnings to the island’s population. In the 1990s, Mr. Petel worked with Sage Alerting Systems, during the FCC transition from the Emergency Broadcast System to today’s Emergency Alert System (EAS). He was an integral part of Sage’s development team and instrumental in their manufacturing the most widely used EAS ENDEC (an EAS device at radio stations). While at Sage, Mr. Petel led the design and installation of several multi-million-dollar public warning systems in the United States, among the rest - a state-wide system in New Jersey and petro-chemical alert system in Texas. Mr. Petel left Sage to become a vice president at American Signal Corporation, a siren manufacturer, where he directed design and installation of siren systems throughout the U.S. During this time the product was modernized from the electromechanical sirens of world war II to new electronic siren. He established Alerting Solutions Inc. (initially Hormann America) in California in 1999 to assist emergency response professionals with modern alerting and notification systems and products. In 2003, at the request of the U.S. Federal Government, Mr. Petel joined a panel of experts whose mandate was to write a National Policy for Warning. This policy is still leading the country leaders in their quest for a good warning system for the nation. In addition, he took a part in the development of the international Common Alerting Protocol (CAP) and participated in the development of warning systems based on this protocol, including the Integrated Public Alert and Warning System (IPAWS) by FEMA. The system developed and installed under his supervision is a "system of systems" with plug-and-play capability, and it is installed in California State, Hawaii and New York. Additionally, the CAP Controller that he developed is nowadays the "bestseller" for broadcast stations modernizing their emergency alert equipment to comply with the new requirements. When rocket attacks on Israel required update of its warning system, Mr. Petel supported the development of the "Red Color" rocket attack warning system which alerts citizens in the few seconds while the rocket is flying towards them. Since 2008 he is a member in the board of directors of the national Emergency Alert Systems Manufacturing group, and took a part in developing the ECIG CAP-EAS IPAWS guidelines for EAS equipment manufacturers. He continues in coordination with experts in government and private industry. Efraim worked with OASIS CAP Technical Committee on various aspect of CAP. When the Caribbean islands decided to build a Tsunami Warning system, they invited Mr. Petel to consult the group of 18 states on how to establish protocols for a fast and reliable warning systems. During 2012-2018 Efraim served in AtHoc (Blackberry) as a Senior Director for Strategic Initiatives and as a Vice President for Global Public Safety.
