Dr. Md. Abu Syed is a distinguished environmental scientist and geospatial expert with over 30 years of experience spearheading climate change adaptation and disaster risk reduction (DRR) initiatives across South Asia, South East Asia, Pacific Islands and Africa. He specializes in bridging high-resolution climate modeling with community-level resilience, ensuring that large-scale infrastructure and development projects are climate-proofed and socially inclusive.
His core competencies in resilience and climate action include:
• Climate Risk & Vulnerability Assessment (CRVA): Dr. Syed has led the development of sophisticated climate risk maps and vulnerability profiles for diverse geographies, including recent work in the Solomon Islands and Bangladesh. He utilizes GIS and Remote Sensing to project sea-level rise, urban flash flooding, and tropical forest ecosystem responses to global warming.
• Strategic Resilience Planning: As the Managing Director of C4RE, he has authored technical proposals and resilience frameworks for major international donors, including the World Bank, ADB, and UN. His work focuses on integrating climate-smart interventions into national master plans and industrial zone developments.
• World Bank LDDP Safeguards: Serving as an Environment and Social Safeguards Specialist for the Livestock and Dairy Development Project (LDDP), he integrated climate resilience into the livestock sector. He ensured that $500M+ in investments adhered to rigorous Environmental and Social Frameworks (ESF), focusing on sustainable resource management in the face of climatic shifts.
• Nature-Based Solutions (NbS): Dr. Syed is a leading advocate for the “Sponge City” concept and "soft-flood" protections. He champions nature-based infrastructure to mitigate disaster risks while preserving biodiversity and ecosystem services in rapidly urbanizing coastal and tropical regions.
• Inclusive Disaster Governance: He has pioneered the use of Sex, Age, and Disability Disaggregated Data (SADDD) to ensure that disaster response and resilience-building efforts reach the most vulnerable populations. His leadership in establishing Grievance Redress Mechanisms (GRM) ensures social equity is at the forefront of climate adaptation.
As a Senior Fellow at BCAS and founding Director of NABIC, Dr. Syed continues to drive international collaboration on coastal and ocean climate studies, positioning climate resilience as a fundamental pillar of global sustainable development.
