2025 Common Alerting Protocol (CAP) Implementation Workshop Report
The 2025 CAP Implementation Workshop and Training Report summarizes key discussions, presentations, and technical learning from the Common Alerting Protocol (CAP) Implementation Workshop, held 21–23 October 2025 in Rome, Italy, hosted by the National Fire Corps of Italy and Alert-Hub.Org CIC, with co-sponsorship from IAEM and OASIS Open.
The event brought together a global community of emergency alerting experts to exchange practical experiences and emerging approaches for improving CAP implementation, interoperability, and last-mile warning dissemination. The workshop had ~900 registered participants from 143 countries/territories, with both in-person participation and webinar access.
The report provides structured summaries of each agenda item, covering developments and real-world use cases such as CAP authoring and publishing tools, integration of CAP alerts into GIS, cell broadcast and mobile public warnings, AI-supported crisis management and forecasting, and inclusive multi-channel dissemination approaches (including community radio and siren-based warning systems).
