Call for Proposals: Evaluation and Learning Consultant

The American Red Cross International Services Department is seeking an experienced Evaluation and Learning Consultant to support evaluation, learning, and future program design for its Enhanced Response Readiness Program, funded by Margaret Cargill Philanthropies. This global program strengthens disaster response readiness across the Red Cross Red Crescent (RCRC) network, with a focus on disaster operations management, information management systems, cash and voucher assistance, and anticipatory action.

The consultant will lead a final formative and summative evaluation of the current program phase and help shape the design of the next phase. Responsibilities include developing an evaluation plan, conducting mixed-methods data collection (e.g., interviews, focus groups, surveys), analyzing findings, and producing a final evaluation report. The role also includes facilitating learning and design workshops, contributing to the development of a Theory of Change, and producing up to three learning case studies that document key approaches and lessons.

This is a remote consultancy running from February to June 2026, with an expected level of effort of 50–60 working days. Some travel for a workshop or team meeting may be required.

Applicants should have strong experience leading evaluations of complex humanitarian programs, expertise in qualitative methods, and familiarity with program design tools such as Theories of Change. Experience in disaster response, anticipatory action, cash and voucher assistance, or emergency management is highly desirable.
