El manual de normas mínimas de la INEE contiene 19 normas, cada una con las correspondientes acciones clave y notas de orientación. El propósito del manual es aumentar la calidad de la preparación, la respuesta y la recuperación educativas; aumentar el acceso a oportunidades de aprendizaje seguras y pertinentes y garantizar la responsabilidad de quienes brindan estos servicios
