This document includes the executive summary and the Philippines case study, which highlights how IFRC and the Philippine Red Cross strengthened community ownership and leadership through the mobilisation of local volunteers and the establishment of climate resilience committees. These structures provide a sustainable mechanism for communities to shape climate priorities, participate in decision-making and financing processes, engage with local authorities, and continue advancing resilience efforts beyond the programme timeframe.
