This presentation shares Uganda Red Cross Society (URCS) experience in convening government and partners to strengthen Early Warning Early Action (EWEA), presented during the RCRC CAP Workshop (7 Oct 2021, virtual). It outlines the growing risk of climate-induced disasters in Uganda and describes how URCS’ volunteer network supports community-level alerting and coordination through national and local structures (including Uganda’s National Emergency Coordination and Operations Centre).
The slides also summarize URCS’ use of Forecast-based Financing (FbF) approaches, such as technical working groups to set triggers/thresholds, development of a Flood Early Action Protocol (EAP) (and ongoing work on drought), and standard operating procedures for emergency preparedness and response. A practical overview of URCS’ alert flow is included, highlighting how alerts are verified and escalated, and how flood triggers can originate from GloFAS forecasts. The presentation closes with key lessons on the non-linear nature of alert flows, the importance of coordination platforms, and the role of digital tools (e.g., WhatsApp) in improving dissemination.
