This Review Report focuses on the Caribbean region, and aims to explain the process and methodology used for community-based disaster management (CBDM) activities, with emphasis on the vulnerability and capacity assessment (VCA) and whether new risk drivers, such as increased urbanisation and climate change are or can be incorporated in the VCA.
