The Before the Storm game

This is a card based game designed to accelerate the learning processes required to turn early warning into early action. The game is based on forecast-based options and decisions. In many developing countries, consumers of weather forecasts often cannot understand experts’ statements about likely future conditions; scientists meanwhile cannot understand why their forecasts are not used.
