Urban Guide: Road Map to Community Resilience via Enhanced Vulnerability and Capacity Assessment

Urban considerations for operationalizing the Framework for Community Resilience through the enhanced Vulnerability and Capacity Assessment (EVCA)

This guide supports National Societies to adapt the Roadmap to Community Resilience via EVCA (R2R via EVCA v2) for urban contexts. Developed by IFRC in collaboration with the German Red Cross, it complements the existing EVCA toolbox by offering urban-specific considerations, tips, and case studies across all four EVCA stages — from engagement and risk assessment to action planning and learning.

The guide is primarily intended for National Society staff responsible for designing, planning, and overseeing resilience programming in cities, including program managers, DRR and CCA focal points, urban resilience coordinators, and branch leadership. It addresses the complexity of urban environments, including fluid and overlapping community identities, multi-layered governance, fragmented service provision, cascading systemic risks, informal settlements, and the unequal distribution of vulnerability.

Case studies from the Nepal, Colombian, Indonesian, Ecuadorian, and Bangladesh Red Cross/Red Crescent Societies illustrate how urban resilience work can be operationalized in practice. A dedicated annex provides urban-adapted guidance for core EVCA tools — community safety checklists, transect walks, key informant interviews, focus group discussions, mapping, and stakeholder mapping.
