Forecast-based Financing: Effective early actions to reduce flood impacts
Led by the Bangladesh Red Crescent Society and supported by the German Red Cross, the Bangladesh FbF project is at the forefront of experience with FbF activation and funding delivery in the Asia-Pacific region. This case study examines the effectiveness of distributing unconditional cash grants to affected people as an early action measure in the wake of an impending flood.
Comparing flooding impacts among communities that did and did not receive cash grants before the flood, the study found that the grants had in fact reduced flood impacts through preparedness actions such as fortifying shelters, securing assets, and evacuating people and livestock. Overall, the Bangladesh FbF project presents a convincing example of how an FbF approach can advance early action in disaster risk management and save lives and money.
