تقييم الضعف والمقدرات (VCA) يستخدم مختلف الأدوات التشاركية لقياس التعرض والقدرة على مقاومة الكوارث الطبيعية للشعوب. وهو جزء لا يتجزأ من التأهب للكوارث ويساهم في خلق برامج مجتمعية للتأهب للكوارث وذلك على مستوى القاعدة الشعبية في الريف والحضر. تٌمكن VCA من تحديد الأولويات المحلية واتخاذ الاجراءات المناسبة للحد من مخاطر الكوارث، وتساعد في تصميم وتطوير البرامج التي تدعم بعضها بعضا وتستجيب لاكثر الإحتياجات أهمية للناس و بشكل وثيق.
