Flagship 1 of the Nepal Risk Reduction Consortium (NRRC) is coordinated by the Asian Development Bank, Ministry of Education, the World Health Organization and the Ministry of Health and Population.

Flagship 1 will strengthen over 900 school buildings and the major health care facilities in the Kathmandu Valley for earthquake resistance and service continuity.
