Terms of Reference: International Services Strategy 2030 Consultant – American Red Cross
The American Red Cross International Services Division (ISD) is seeking an external consultant to lead the development of its ISD Strategy 2030 — a three-year strategic plan covering July 2027 through June 2030. The selected consultant will design and facilitate an inclusive, evidence-based process involving stakeholder interviews, surveys, and validation workshops, and will produce key outputs including a humanitarian landscape mapping, refreshed ISD vision and value proposition, revised Theory of Change, and measurable success indicators.
The consultancy runs from July 2026 through July 2027 and will require close collaboration with ISD leadership and a broad range of stakeholders, including Partner and Host National Societies, IFRC representatives, senior American Red Cross leadership, and external partners. The new strategy will be developed in alignment with the IFRC Strategy, the American Red Cross Humanitarian Services Strategy 2030, and the priorities of key donors — ensuring the Division’s work remains responsive to the evolving international humanitarian landscape.
This opportunity may be of interest to strategic planning consultants and consulting firms with demonstrated experience in the nonprofit and humanitarian sector, particularly those familiar with the Red Cross Red Crescent Movement.
