This report captures the outcomes and impact of the Urban Climate Resilience Program (UCRP) in Spain between 2023 and 2026. It demonstrates how a systemic approach—combining community-led action, innovation, partnerships, and evidence-informed decision-making—strengthened resilience to floods and extreme heat in Madrid and Valencia. Through stories, data, and key achievements, the report highlights the program’s impact, demonstrates accountability to partners and donors, and provides a foundation for future climate resilience programming.

The Urban Climate Resilience Program (UCRP) is a global partnership operating in cities across ten countries to strengthen resilience to climate-related disasters through locally led action, strategic partnerships, and evidence-based approaches. Between 2023 and 2026, UCRP in Spain was led by the Spanish Red Cross in partnership with Zurich Spain and IFRC. The program worked with vulnerable communities in Madrid and Valencia to strengthen resilience to heatwaves and floods through awareness-raising, risk-informed action, local initiatives, partnerships, and knowledge generation.
