In collaboration with Zurich Risk Solutions, the Spanish Red Cross carried out risk assessments in the neighbourhoods of La Punta, Valencia and Vista Alegre, Madrid, to identify key infrastructure and the strengths and weaknesses of the target neighbourhoods with a view to preparing for heat waves and floods. This assessment included the identification of weather-related hazards for the neighbourhood, review of historical data collection on weather events that have impacted the community and a vulnerability assessment of the community and its infrastructure. Data was collected through secondary source analysis, direct observation and interviews with residents. The resulting reports provide an in-depth analysis of climate risks, strengthening the localized data available to community members and decision makers.

The Urban Climate Resilience Program (UCRP) is a global partnership operating in cities across ten countries to strengthen resilience to climate-related disasters through locally led action, strategic partnerships, and evidence-based approaches. Between 2023 and 2026, UCRP in Spain was led by the Spanish Red Cross in partnership with Zurich Spain and IFRC. The program worked with vulnerable communities in Madrid and Valencia to strengthen resilience to heatwaves and floods through awareness-raising, risk-informed action, local initiatives, partnerships, and knowledge generation.
