2019 Common Alerting Protocol (CAP) Implementation Workshop

This page compiles the Report of the 2019 CAP Implementation Workshop together with the complete set of presentations delivered during the workshop, held on 17–18 October 2019 in Mexico City, Mexico. The workshop was hosted by the Mexico City Secretariat of Integral Risk Management and Civil Protection and co-sponsored by IAEM, IFRC, ITU, OASIS, and WMO. It convened 81 technical experts from 16 countries for peer exchange on policy and operational implementation of the Common Alerting Protocol (CAP). Find the list of speakers and participants.

The workshop focused on real-world adoption of CAP-enabled alerting systems, including the development of Mexico City’s multi-hazard early warning approach, the use of CAP in public awareness and telecommunications policy, and practical lessons from national implementations in countries such as Brazil, Canada, Cuba, India, Mexico, and Taiwan. Several sessions explored how CAP supports multi-channel dissemination (including social media), CAP integration with platforms such as Google Public Alerts, and the use of emerging technologies (e.g., MQTT) to improve alert delivery performance.

Presentations also addressed broader global initiatives and standards work—including the role of CREWS, WMO’s CAP support and training tools, CAP event terminology standardization through OASIS, and alert aggregation via the Filtered Alert Hub—highlighting how CAP strengthens interoperability and coordination across agencies, sectors, and borders.
