Common Alerting Protocol (CAP) Workshop 2018

This page brings together the Report of the 2018 CAP Implementation Workshop and the full set of technical presentations delivered during the workshop, held on 31 October–1 November 2018 in Hong Kong, China. The workshop was hosted by the Hong Kong Observatory (HKO) and co-sponsored by IAEM, IFRC, ITU, OASIS, and WMO, and convened 57 experts from 25 countries. Find the list of speakers and participants.

The workshop served as a technical forum for information sharing among practitioners, policymakers, standards bodies, humanitarian organizations, and technology providers involved in the design and operation of CAP-enabled public alerting systems. Discussions covered national and regional CAP implementations, global alert hubs, mobile and multimedia alerting, natural hazards, impact-based forecasting, inclusion and indigenous language alerts, and the role of international coordination mechanisms such as the Global Multi-Hazard Alert System (GMAS).

The report synthesizes key lessons, implementation challenges, and emerging practices, while the presentation materials provide detailed case studies and system architectures from diverse national and organizational contexts. Together, these resources support governments, emergency managers, meteorological services, and partners working to strengthen interoperable, people-centred, multi-hazard alerting systems based on the Common Alerting Protocol.
